Water Pollution Control System Operators Certification Commission members 2008

The Water Pollution Control System Operators Certification Commission (WPCSOCC)was established by the North Carolina General Assembly in 1969. The enabling legislation established a seven member board to be appointed by the Assistant Director of the Department of Water and Air Resources (currently known as the Department of Environment and Natural Resources), with the approval of the Board of Water and Air Resources (currently known as the Environmental Management Commission). At that time, the Certification Commission was called the Wastewater Treatment Plant Operators Board of Certification. The purpose of the Certification Commission is to protect the public's investment in water pollution control facilities through the training and certification of operators of water pollution control systems.

As the treatment and disposal of wastewater has evolved, the General Assembly expanded the duties of the Certification Commission in 1993, to include the training and certification of operators of wastewater collection systems, spray irrigation systems, subsurface treatment and disposal systems, and land application of residual sites. During the same period, the Certification Commission was expanded to include two new members with experience in these fields. In 1996, the General Assembly, through enactment of Senate Bill 1217, added the training and certification of operators of water pollution control systems to the duties of the Certification Commission and added two new members. The two new members of the Certification Commission are appointed by the Commissioner of Agriculture to represent the animal agriculture industry. The current Certification Commission consists of eleven members. As provided by the enabling legislation, members must have the following qualifications:

  • Two members employed as operators of water pollution control systems;
    • Robert Dodson: City of Durham
    • Wayne Hollowell: City of Rocky Mount
  • Two members employed as managers of a municipality;
    • C. L. Gobble: Town of Louisburg, Vice-Chairman
    • Gregory E. Young: Town of Boone
  • Two members employed in the animal agriculture industry;
    • W. Chester Lowder: NC Farm Bureau Federation
    • George H. Pettus: Maxwell Foods, Inc.
  • One member employed by private industry and responsible for treatment of industrial wastewater;
    • Gale Howell: United Chemi-con, Inc.
  • One member employed as a faculty member at a four year college or university whose major field is wastewater treatment;
    • Karl Shaffer: Director, North Carolina State University Land Application and Demonstration Center
  • One member employed by a commercial water pollution control system operating firm;
    • Vacant
  • One member employed as a collection system operator or superintendent for a municipality;
    • Troy Perkins: Greenville Utilities Commission
  • One member employed by the Department of Environment and Natural Resources who works in the field of water pollution control.
    • Paul Rawls: Section Chief, NC DWQ - Surface Water Protection, Chairman
