PERFORMANCE STANDARDS FOR NEW OR EXPANDING SWINE FARMS
Senate Bill 1465 (Swine Farm Environmental Performance Standards) was signed into law on August 31, 2007, thereby creating General Statute 143-215.10I. On November 13, 2008, the Environmental Management Commission approved rules to implement this new statute.
The rules have been submitted to the Rules Review Commission (RRC) for final approval on December 18, 2008. If approved by the RRC, the rules will become effective on January 1, 2009. RULEMAKING PETITION FOR MONITORING AT ANIMAL OPERATIONS
Stakeholder meetings are currently underway to develop draft rules. The draft rules will be presented to the EMC in September for approval to proceed to public notice.

STATE GENERAL PERMIT RENEWAL
The State General Permits (AWG100000, AWG200000, AWG300000) will expire September 30, 2009. Three stakeholder meetings were held July-September, and new draft permits have been developed – See tables below.

Four Public Hearings are scheduled to present the draft permits to the general public and to allow for verbal comments. The hearings will begin at 7:00 p.m. (registration will begin at 6:30 p.m.) at each facility listed below.

All comments received prior to that date will be considered in the formulation of final determinations with regard to these General Permits. Interested persons are invited to submit written comments on the proposed General Permits to the address below.
